Scotland's Repairing Standard

What Aberdeen landlords legally have to do, in plain English.

Under the Housing (Scotland) Act 2006, every privately rented property in Scotland must meet the Repairing Standard before being let and throughout the tenancy. The electrical sections are the most regularly enforced part of the Standard, and the rules have tightened twice in the last 4 years.

The non negotiable electrical compliance obligations for Aberdeen landlords:

  • EICR every 5 years. Full Electrical Installation Condition Report, signed by a competent person, with a Satisfactory outcome. Has to be available within 7 days of an Aberdeen City Council request.
  • RCD on every circuit (March 2024). The Repairing Standard was updated in March 2024 to require RCD protection on every circuit in the consumer unit. Many older split load boards now fail until upgraded.
  • Interlinked smoke and heat alarms (Feb 2022). Mains powered or 10 year tamper proof sealed battery, interlinked between rooms. One smoke alarm per hall and landing, one in the living room, one heat alarm in the kitchen.
  • CO alarms where applicable. Any room with a fuel burning appliance (gas boiler, solid fuel fire, gas hob) needs a CO alarm.
  • Remedial work within 28 days. Any C1 or C2 defects on the EICR must be remedied within 28 days. Failure can trigger a Repairing Standard Enforcement Order from the First Tier Tribunal.

The Electrical Installation Condition Report (EICR) is the formal periodic inspection of every circuit, every accessory, the consumer unit, and the earthing arrangements in your rented property. AICO Smoke & CO Alarms

Since 1 February 2022 every Scottish home, rented or owner occupied, must have interlinked smoke alarms and a CO alarm where required. The standard is set in the Housing (Scotland) Act 2006 and enforced through the Repairing Standard for rented properties.

Required alarms for a typical 3 bedroom Aberdeen rental:

  • Living room: 1 smoke alarm. Mains powered or 10 year tamper proof sealed battery.
  • Hallway and landing: 1 smoke alarm per floor.
  • Kitchen: 1 heat alarm (not smoke, because of cooking false alarms).

The March 2024 RCD rule that fails older Aberdeen rental boards.

The Scottish Repairing Standard was updated in March 2024 with a critical new requirement: every circuit in a privately rented property's consumer unit must have RCD protection. The change applies to every EICR conducted from March 2024 onwards.

Common Aberdeen scenarios in 2026:

  • 1990s split load board. One RCD covers half the circuits, the other half are on MCBs with no RCD. Used to pass. Now fails with a C2.
  • 2000s 17th Edition board with shared RCDs. Two 80A RCDs each covering 5 to 7 circuits. Now fails on strict reading.
  • BS 3036 rewireable. Always failed. Still fails.
  • Modern RCBO board (2018+). Each circuit has its own RCBO. Compliant by default.

Aberdeen HMO renewal: the electrical compliance pack.

Houses in Multiple Occupation (HMOs) in Aberdeen, common around the University on streets like Old Aberdeen, Tillydrone, and Seaton, are licensed by Aberdeen City Council. Void Period Electrical Works

The renovation window between tenancies.

The void period between Aberdeen tenancies is the best window for any electrical works above the level of a simple repair. The property is unoccupied, the carpets are usually up, the kitchen and bathroom can be accessed without disturbing a tenant, and the timeline aligns with the letting agent's marketing schedule.

Common Aberdeen void period electrical works we carry out:

  • Full rewire. 2 to 5 days for a typical 2 to 3 bedroom flat. New consumer unit, all circuits replaced, full BS 7671 18th Edition compliance. £3,500 to £7,000 + VAT.

EICR Remedial Work

Failed your Aberdeen rental EICR? Here is the 28 day plan.

If your EICR comes back Unsatisfactory with C1 or C2 codes, the Repairing Standard requires the defects to be remedied within 28 days. Aberdeen City Council can issue a Repairing Standard Enforcement Order to the First Tier Tribunal if the work is not completed in time, which prevents the property being legally let until resolved.

EV Charger for Tenants

The OZEV £350 grant your tenants can claim.

The OZEV EV Chargepoint Grant changed in 2022 and is now specifically aimed at renters, flat owners, and leaseholders. Owner occupiers in detached and semi detached houses are no longer eligible. This is good news for Aberdeen landlords, because it means tenants in your rental property qualify for £350 toward the cost of an EV charger install.

What the tenant grant means in practice:

  • The tenant pays for the install, not the landlord.

Modern EV driving tenants actively look for properties with chargers, so even if you fit your own, you can charge a small monthly rental premium.

An EICR is only legally valid if the inspector holds the right qualifications.

Scotland's Repairing Standard requires that an EICR is carried out by a person competent to do so, and that the certificate is recognisable in court if the property's safety is ever challenged.
