The EICR rules for letting a property in Dyce

Every private let in Dyce has to meet the Repairing Standard set by the Housing (Scotland) Act 2006. For electrics that means an inspection by a competent person before the first tenant moves in and at least once every five years after that, covering the fixed wiring through an EICR and any appliances you provide through PAT testing. We do the two together in one appointment.

  • Five years runs per property. A report less than five years old at the start of a new tenancy carries over, so a fresh tenant does not mean a fresh EICR.
  • Tenants see the report. Incoming tenants get the latest one before they move in, sitting tenants get a copy of any new inspection, and the landlord holds a copy for six years.
  • No charge to the tenant. The cost of the inspection sits with the landlord.
  • At least one 30mA RCD. The main consumer unit needs one or more, normally protecting the socket circuits at the very least. A board with dual RCDs can satisfy this, and RCBOs on every circuit are not required.
  • New installations. An Electrical Installation Certificate issued within the last five years can be used instead of an EICR, as long as its recommended inspection date has not passed.

How much do electricians charge for an EICR?

Electricians price EICRs in different ways, so compare what each quote covers. Ours is set by circuits rather than bedrooms: £150 + VAT for the main board and five circuits, £15 + VAT for each extra circuit and £70 + VAT for each extra board plus £15 + VAT per circuit on it. A three bedroom house in Dyce usually lands around £315 + VAT, and business premises start at £300 + VAT.

Can a landlord be fined for not having an EICR?

Yes, but in Scotland it goes through a tribunal, not an instant penalty. A tenant, or Aberdeen City Council for the tenant, can apply to the Housing and Property Chamber, which can make a repairing standard enforcement order. Ignoring that order without a reasonable excuse, or reletting while it is in force, is an offence under section 28 of the Housing (Scotland) Act 2006 that carries a fine on summary conviction. The tribunal can also cut the rent with a rent relief order, and the council can do the work and bill the landlord. Fixed penalty amounts on UK wide sites belong to the English rules.

Can a normal electrician do an EICR?

Not every electrician is set up for it. Periodic inspection calls for a skilled person with inspection experience, insurance and calibrated test instruments. For a Scottish let, the statutory guidance accepts membership of a scheme such as NICEIC or NAPIT as proof of a competent firm, and anyone outside a scheme has to meet a checklist in that guidance. What are the new EICR regulations in 2026?

BS 7671:2018+A4:2026 was published on 15 April 2026 and replaces the previous edition from 15 October 2026. It narrows what fails a report: only C1 (danger present) and C2 (potentially dangerous) make it unsatisfactory, while C3 (improvement recommended) and FI (further investigation is advised) are advisory. An FI on a Scottish let should still be followed up as soon as reasonably practicable. A report issued earlier is read under its own edition. Should I get an EICR before buying a house in Dyce?

It is worth it on an older house or a flat. The Scottish Home Report covers a survey with energy information and a property questionnaire, but not the wiring, so an EICR is the only way to see the state of the circuits before you commit. After the report

If your Dyce EICR comes back unsatisfactory

The report is unsatisfactory when it contains at least one C1 or C2, and both kinds need putting right. A C1 is made safe before we leave whenever that is possible; if it is not, you are told in writing at once. C2 repairs are urgent and are normally booked in within 2 to 5 working days.

What happens at a Dyce EICR

  1. Access agreed. Circuits go off one at a time, so we arrange the visit with you or your tenant and say roughly when the power will be off.
  2. Visual inspection. The board, accessories, light fittings, visible cable runs and fixed appliances such as the shower and cooker are checked for damage, wear and heat marks.
  3. Testing. Each circuit is tested for continuity, insulation resistance, polarity and earth fault loop impedance, and every RCD is trip tested.
  4. The report. Findings are coded, the overall result and next inspection date are stated, and the report is sent digitally the same week, with any repair price kept apart.

My tenant is changing. Do I need a new EICR?

Only if the current report will be more than five years old when the new tenancy begins. Otherwise the existing report carries over and the new tenant receives a copy before moving in.
