Old wiring behind granite needs a patient inspection.

Cults sits four to five miles west of Aberdeen city centre, on the north bank of the River Dee and strung along the A93. It is one of the most desirable addresses in Scotland, and much of its housing is granite Victorian and Edwardian villas alongside large detached homes. That matters for an EICR. Period properties that have been extended, partly rewired, or left on a mix of old and new circuits tend to throw up more C2 and C3 findings than a new build does, and a big Deeside house running several consumer units takes longer to test properly. The Scottish Repairing Standard

What a Cults landlord actually has to do.

The duty on private landlords in Scotland sits in the Repairing Standard, under the Housing (Scotland) Act 2006. The electrical part has been in force since 1 December 2015. If you let a property in Cults, you must make sure two things are done before the first let and then at intervals of no more than 5 years.

  • An EICR on the fixed wiring. The fixed installation, your consumer units, circuits, sockets, switches, lighting, earthing and bonding, assessed against BS 7671.
  • Inspection and testing of landlord appliances. Scotland uniquely requires in service inspection and testing, often called PAT, of any appliances the landlord supplies, such as a cooker, fridge, or washing machine left for the tenant.

You are responsible for arranging both, and you must give your tenant copies of both reports. If you do not comply, a tenant can apply to the First-tier Tribunal for Scotland (Housing and Property Chamber), which can issue a Repairing Standard Enforcement Order. Non compliance is an offence and affects your landlord registration. We test the wiring and the appliances together so you have one clean set of paperwork.

What makes a Cults EICR unsatisfactory.

Every defect an inspector finds is given a code. The codes decide the overall outcome and how quickly anything needs putting right. There are four, and only the last three of these matter for the pass or fail line.

  • C1, danger present. An immediate risk of injury. The installation should not stay in use as it is. This requires immediate action.
  • C2, potentially dangerous. Not live danger today, but it could become dangerous under fault conditions. Urgent remedial work is required.
  • C3, improvement recommended. Not dangerous, just short of current best practice. No legal action is required, and a C3 on its own does not fail the report.
  • FI, further investigation required. The inspector cannot fully assess something without more work, such as a circuit that is not safely accessible.

A report is Unsatisfactory if it records any C1, C2 or FI. A report with only C3 items is still Satisfactory. Because Cults has so many part upgraded period homes, an honest inspector will often find a handful of C2 and C3 items the first time round. What we tend to find in older Cults villas.

Granite Victorian and Edwardian villas were not wired for how a modern family lives. Many have been added to over decades, a circuit here, an extension there, a kitchen rewired but not the bedrooms. That history shows up as a recognisable set of findings on Deeside.

  • Mixed vintages of wiring. A part upgraded villa often has newer circuits sitting alongside older ones, sometimes with different earthing arrangements. This needs careful tracing rather than assumption.
  • Missing or incomplete main bonding. Common where gas or water services were renewed without the bonding being brought up to standard. Usually a C2.
  • Older fuse boards still in service. Working but not best practice. Often a C3, or a C2 when combined with other defects.
  • Accessories showing heat damage. A socket that has arced or scorched behind a heavy period appliance. C2, sometimes C1.
  • Hidden or unidentified circuits. Cables that vanish into lath and plaster with no clear destination. Coded FI until traced.

None of this means a Cults villa is unsafe to live in. It means an inspection needs time and a methodical hand, which is exactly how we approach a period Deeside home.

Why a large Cults house takes longer to test.

Many of the large detached homes around Cults and Bieldside run more than one consumer unit. A board in the utility, another in a converted garage, a third feeding an annexe, garden lighting, or a home office. Each board, and every circuit on it, has to be inspected and tested in turn.

  • Visual inspection of each board, its protective devices and labelling.
  • Insulation resistance, polarity, continuity and earth fault loop impedance on every circuit.
  • RCD and RCBO operation checked across each board.
  • Earthing and bonding confirmed where multiple supplies or outbuildings are involved.

Scotland's Repairing Standard requires that an EICR is carried out by a competent person. The recognised qualification for periodic inspection is City and Guilds 2391, and Steven Watt holds the current 2391-52 award for initial and periodic inspection and testing. It sits on top of his City and Guilds 2382-22 in BS 7671 and his Level 3 Diploma in electrical installations.

How much is an EICR for a granite villa in Cults?

It depends on size and the number of circuits rather than the address. A studio or 1 bedroom flat starts at £150 to £200 + VAT, a 4 bedroom detached is £150 to £375 + VAT, and a large multi board Deeside home is £150 to £500 + VAT. We confirm a firm price in writing once we know roughly how many boards and circuits are involved.

Why do older Cults homes seem to fail more often?

They do not fail more because they are unsafe to live in. Granite Victorian and Edwardian villas have often been extended and part rewired over the years, which leaves a mix of old and new circuits and incomplete bonding. That naturally produces more C2 and C3 findings than a new build. We explain each one and most are routine to put right.

I let a property in Cults. What does the law require?

Under Scotland's Repairing Standard, you must have a satisfactory EICR on the fixed wiring and an inspection and test of any appliances you supply, before the first let and then at least every 5 years. You must give your tenant copies of both reports. We do the wiring and the appliances together so you have one clean set of paperwork.

Do I need an EICR if I own and live in my Cults home?

No. The 5 year duty applies only to rented property. As an owner occupier you are not legally required to hold an EICR. Electrical Safety First still recommends one at least every 10 years, which is sensible for a period home, and many Cults owners book one before selling or after buying.
